The Delhi Police FIR against Chief Minister Arvind Kejriwal’s aide Bibhav Kumar in connection with the alleged assault on AAP Rajya Sabha MP Swati Maliwal states that she was allegedly slapped 7-8 times, “kicked on the chest, stomach and pelvis area”, and threatened with dire consequences.
According to the FIR, on May 13, Maliwal visited Kejriwal’s camp office at his Civil Lines residence where she called and messaged Kumar, but couldn’t reach him. As she waited for the CM in the drawing room, Kumar “suddenly barged in, screamed at her without provocation and abused her”, before allegedly assaulting her, it states.
The FIR based on Maliwal’s complaint, recorded on Thursday, three days after the incident, states that as Kumar was not present at the CM’s house, she went inside the residential area “through the main door, as she has always done in the past year”, and told the CM’s staff that she was there to meet him. She was told the CM was “present in the house”, and was asked to wait in the drawing room. A staff member then came and told her that the CM was coming to meet her, the FIR states.
“PS of CM, Bibhav Kumar barged in suddenly… he started screaming without provocation and abused me… he slapped me 7 to 8 times while I continued screaming… I was screaming for help again and again but no one came,” the FIR states.
Maliwal alleged that Kumar threatened her with dire consequences when she dialled the police PCR number, 112. He left the room before coming back with security personnel, who “asked me to leave the premises” at his behest.
Maliwal said that she went to her old residence in Civil Lines after the incident and was accompanied by a few police personnel, who had come to the CM’s house. Police then booked her an auto to take her home but she decided to go to Civil Lines police station to report the matter. While she informed the SHO about the incident, she left the station without filing a written complaint as she was in pain, states the FIR.
The FIR states, “He (Kumar) pounced on me… brutally dragged and deliberately pulled my shirt up… I hit my head on the centre table… he kicked me on my chest, stomach and pelvis area… I told him that I was on my periods but he continued to attack me with full force again and again.”
In a post on X on Friday, after purported visuals from the CM’s house appeared in the media, Maliwal hit out at Kumar and wrote: “Like every time, this political hitman has started making efforts to save himself. By getting his people to tweet (in his support) and playing videos without any context, he thinks he can save himself after committing this crime. Who makes a video of someone being beaten up? The truth will be revealed to everyone as soon as the CCTV footage of the house and the room is checked. Fall to whatever level you can, God is watching everything. One day everyone’s truth will come out in front of the world.”

Kumar has been booked under IPC sections 354 (assault or use of criminal force on woman with intent to disrobe), 506 (criminal intimidation), 509 (word, gesture, or act intended to insult the modesty of a woman) and 323 (voluntarily causing hurt).
On Thursday, Additional Commissioner of Police (Special Cell) Pramod Khushwaha and Additional DCP 2 (North) Anjitha Chepyala visited Maliwal’s Minto Road house to record her statement. Later that night, Maliwal was taken to AIIMS for a medical check-up.
Kumar and the AAP did not respond to requests seeking comment on the development.
